Why change the frame rate of a video file? 

Changing the frame rate of a video file involves altering the frequency at which consecutive images appear on screen, measured in frames per second (FPS). You typically change the frame rate to achieve a specific creative aesthetic or technical compatibility. For example, filmmakers often convert footage to 24 FPS to achieve a traditional "cinematic" motion blur, whereas gamers or sports broadcasters prefer 60 FPS or higher for crisp, hyper-realistic fluidity. A common creative reason is to create slow motion; by recording at a high frame rate (e.g., 120 FPS) and "conforming" it to play back at a standard speed (e.g., 30 FPS), you stretch the action without losing visual quality. You can change the frame rate of a video file using your web browser at http://webmconverter.app you just simply need to select your video file from the interface using the select button on the correct video conversion page.

This should open the file selection dialog and limit your visible files to your selected format. In this example i selected the gif format as my source video file, but many other format are also supported.

Once the video file has been selected from your storage device, it's may take a few seconds for the video file to be inspected by the video processor. Once the file has been inspected you will be able to see some information about the video file. If the video file was correctly probed.

Once the form field has been selected, you should see a number form field which will allow for direct input of your new desired framerate.

You can enter the values from between 1 to 60 in this form field which is the frames per second. Typically you would need to use this form field to lower the frame rate, but there are some circumstances where this can be used to increase the frame rate. Such as using video filters like motion blur or deinterlacing.

Once you are happy with your chosen video frame rate you should scroll down to the convert button, which will have different text based on your chosen source video file format.
